He is diverting interest in assets such as private equity and real estate towards IRA’s. The downside of IRA’s is they are difficult to value, causing many custodians to back away from such assets. The overall shift in investment trends is benefiting the specialty custodians that are only involved in non-traditional assets.
The custody rules have gotten stricter ever since the Madoff scam. Investments with high moral hazard will always be a bit of a wild card in the investment world. Giving money to someone that has no responsibility for the outcome other than personal reputation can be a bit of an issue.

Over the last 5 years we have seen a huge tightening of regulation on these type of investments. Mainly because of scandals, scams and preventative measures for market crashes. The downside is that as regulations on these investments tightens they become less lucrative.
